The District also applies requirements related to coastal flooding, sea-level rise and the Flood Construction Level, and development within 15 metres of the natural boundary may be subject to additional environmental controls. Yes. West Vancouver protects certain trees on private property, and the rules become more restrictive once a parcel is being developed or subdivided. For a property being developed with a new residential building or subdivided to create an additional residential lot, trees as small as 20 cm in diameter can fall within the protected-tree rules. An arborist report and tree-cutting permit may therefore be required before trees can be removed. Buyers should review the District’s Tree Cutting Permit – Private Property requirements when evaluating a building site.

Yes. Some West Vancouver properties fall within the District’s Wildfire Hazard Development Permit Area, which applies to land near the forest interface. West Vancouver is in the process of implementing expanded Small-Scale Multi-Unit Housing rules that could allow more dwelling units on many residential lots historically limited to single-family homes, suites or coach houses. Under the current provincial framework, qualifying lots may be required to allow three, four or six units depending on lot size and proximity to prescribed transit stops. The District states that the legislation applies to almost all residential lots in West Vancouver, although some properties are exempt because of factors such as lot size or lack of municipal water or sewer.

Because West Vancouver’s implementation is still evolving, buyers should not assume a specific development entitlement from lot size alone. Anyone purchasing land for redevelopment should review the District’s current Small-Scale Multi-Unit Housing information and verify the zoning and applicable site standards for the individual property.
